Excavation, footings, foundation walls, and drainage — the part that determines whether everything above it stays square.

Mechanical rough-in
Plumbing, electrical, and HVAC run and inspected before insulation and drywall close the walls.
Interior finish
Cabinets, trim, tile, flooring, and paint — the stage where craftsmanship is most visible.
